The State Rehabilitation Council consists of 23 members appointed by the Governor. The sole mission of the Council is to improve the quality of life and enhance the educational and employment opportunities of the blind and visually impaired across the Commonwealth of Kentucky

The State Rehabilitation Council consists of six standing committees that carry out its work.  These committees and their members are as follows:
 

The Executive Committee

Consists of the Chairperson, Vice Chairperson, and the Immediate Past Chairperson of the State Rehabilitation Council.  The purpose of the committee is to take action, on behalf of the Council, between regular meetings.  It will address issues and concerns related to the functions and member of the Council.   It will also work to maintain compliance, and the order and discipline of the Council.

Government and Public Relations Committee

Matters related to partnership and consumer organizations outreach, agency marketing, surveys, and the annual report.  The committee will also be responsible for brochures, public service announcements, the OFB website or any other means of marketing the program and duties of the OFB.  The committee shall assist the OFB with working with legislative and regulatory matters, as appropriate.

Bylaws and Nominating Committee

Receives, reviews and distributes all proposed amendments to any bylaws to the Council.  The committee will also oversee the recruitment and nomination of the new SRC members.

Business and Employment Opportunity Committee

Reports on current and potential employment opportunities available for the blind individuals.  The committee will work through the SRC and OFB to create a network within the business community to help people transition into employment.  The committee will also work to increase Kentucky's employer awareness of people with visual impairment or blindness, as a productive human resource pool.

Consumer Services Committee

Assists in the review, analysis, and development of policy and procedures as it relates to direct consumer services within the Office for the Blind.  The procedure will include the establishment of fees for services and recommendations for increasing service providers and agency outcomes.  In addition, the consumer appeal process and other pertinent consumer related matters will be brought to the committee for discussion and recommendations.

Planning Committee

Advises the Office for the Blind in the development, review and analysis of all planning activities and processes.  The committee will make recommendations to the Council for their review and action.  This includes the following processes:  strategic planning, the state plan, public hearings, the triennial comprehensive statewide needs assessment, consumer satisfaction surveys, and the Comprehensive System of Personnel Development (CSPD).
