The mission of the Kentucky Office of Vocational Rehabilitation / Blind Services Division is to provide opportunities for employment and independence to individuals with visual disabilities. We serve Kentuckians who are visually impaired or blind and assist individuals in obtaining and maintaining employment, economic self-sufficiency and independence. Our goal is to provide myriad resources and high quality services that are geared to enhance the lives of Kentuckians with visual disabilities.

Our programs and services provide individuals with visual disabilities the tools they need to become more independent in their homes, schools, workplaces and communities. These programs include: McDowell Rehabilitation Center (training in low vision and blindness skills),  Independent Living and Older Blind Program, Orientation and Mobility Services, Deaf Blind Program, and Bioptic Driving Program. Services are consistent with an individual's strengths, abilities and interests. 

We are committed to helping business partners find highly qualified job seekers, and provide a variety of resources and support to both the employers and the employees​.

The Blind Services Division provides statewide services to all 120 counties. Our administrative operations are located in our central office in Frankfort. There are 10 field offices located throughout Kentucky in Ashland, Bowling Green, Covington, Elizabethtown, Lexington, Louisville, Owensboro, Paducah, Prestonsburg and Somerset.
