Education and Labor Cabinet personnel are hard at work replacing Kentucky’s Unemployment Insurance Portal with a new, modernized system.
Existing employers will receive important credentials by mail (at employer’s physical address) and in KEWES (as a pop-up message):
an 8-digit account initiation code
a new, 9-digit KEIN
You'll need these credentials to access the new system.
Employers must create a new account, username, and password.
Log in, click “Initiate Existing Account” and enter initiation credentials:
Federal Employer Identification (FEIN)
New, 9-digit KEIN
8-digit initiation code.
Once your account is set up, you can:
View account details
Update addresses and change contact preferences
File Employment and Wage Detail Reports
Manage users (from your organization or third-party administrators)
All employers will receive a new 9-digit Kentucky Employer Identification Number (KEIN) in KUIP. In the new system, employers and TPAs will use the employer's new KEIN to file wages or make payments.
New KEINs will have the same 6-digit base number, as well as a new 3-digit prefix, and a separate employer unit number for employers who have multiple locations.
Employers already registered in the current UI system will receive a new KEIN before the new Tax System is implemented.
Employers not previously registered in the current UI system will receive a KEIN (in the updated format) once they complete registration in the new system.
KUIP will use an updated, leaner ICESA file format and a new CSV (comma separated values) delimited file format that will make wage reporting more efficient for employers and TPAs.
Employers and TPAs will only report gross wages. Excess wages, taxable wages, and the amount due for the employer will be automatically calculated by KUIP.
Either the employer or the Third-party Administrator (TPA) will be able to start the authorization process to assign a TPA to an employer account.
The employer will log into KUIP, enter the appropriate TPA ID, and then select roles or permissions for the TPA. The employer will also indicate the quarter(s) and year(s) for which the TPA is authorized.
Important: Before TPAs can be authorized, they must register in KUIP and receive a TPA ID.
The TPA will log into KUIP and request access by entering the employer’s Kentucky Employer Identification Number (KEIN) and Federal Employer Identification Number (FEIN).
After the request, the employer will have fourteen (14) calendar days to review and either approve or deny the request.
If the employer doesn’t respond within fourteen (14) days, the TPA will automatically receive access to the requested roles.
If the KUIP system contains outdated or incorrect employer contact information, the TPA may provide the correct contact details in a signed attestation when requesting authorization.

A: No, login information from the prior system will not roll over. Employers will need to set up their user account by creating a new login and password. Details on the process for setting up user accounts will be provided before the new UI system goes live.
A: Yes, employers and TPAs will be able to schedule payments up to the payment due date in the new UI system.
A: Yes, employers will be required to authorize TPAs in the new UI system. To support the authorization process, TPAs will be able to initiate authorization requests to employers.
